I can't be sure of it, but shd be afternoon 2 or 3pm you can try.
Not sure what time they close tho' but i know typically PRC places close at 11pm or 12 midnight, thai places will stay open generally till later, say 2am or so.
Just sharing my knowledge...

Went by to take a look at the new Pho house.
