SMRT to face $1.9m in fines for deaths of two trainees and flooding incident
Published 53 min ago Updated 30 min ago Zhaki Abdullah SINGAPORE - Rail operator SMRT faces fines totalling $1.9 million for two incidents - an accident in March 2016 which resulted in the death of two SMRT trainees and the flooding incident in October last year (2017) which disrupted train services for about 16,500 passengers. In a statement on Friday (July 20), the Land Transport Authority (LTA) said that in the 2016 case, investigations found the SMRT work team had not complied with operating procedures for track access during train service hours. "These lapses were further compounded by inadequate supervision of MRT operations at the time of the accident," it said, adding that the operator had failed to take necessary measures to ensure the safety and health of employees. On March 22, 2016, two SMRT trainees were hit by a train while they were on the railway tracks as they investigated a possible signalling fault between Tampines and Pasir Ris stations. SMRT will be fined $400,000 for this incident. In the case of last October's flooding incident, LTA's investigations found SMRT "fully responsible", as it would have been preventable if the Bishan storm water sump pit and its pumping system had been properly maintained. The authority said it intended to issue a fine of $1.5 million to SMRT for the incident under the Rapid Transit Systems Act. "In assessing the penalty amount for each of the two incidents, LTA has considered all facts and the severity of the incidents. LTA will also consider any other mitigating facts which the operator may raise as part of the due process for the imposition of the financial penalties," it said, adding that the fines collected will go to the Public Transport Fund to help needy families with transport fares. The LTA added that last November's (2017) collision between two trains at the Joo Koon station was due to a problem with the signalling system and not by SMRT's actions. SMRT in a statement on Friday apologised for the incidents and said that it was committed to "doing all we can to prevent future incidents from happening". It said that since the incidents, it has implemented various measures and adopted the Kaizen methodology, to continually strengthen and enhance its systems and staff management. Siemens clinches contract to boost reliability of North-South, East-West MRT lines
Published 6 hours ago Christopher Tan Senior Transport Correspondent SINGAPORE - German engineering group Siemens has clinched a contract to supply 1,253 track circuits for the North-South and East-West MRT lines. Siemens said on Friday (July 20) that it will also supply a fully integrated system, called RailCom Manager, to better track circuit condition monitoring and provide advance warning of maintenance requirements. "RailCom Manager will eliminate disruptive, time-consuming and costly false alarms," it said. The company would not say how much the contract is worth, except that it was "a multi-million-dollar" deal. The circuits will be installed in 58 signalling equipment rooms across the network, replacing existing, expiring equipment. Installed in the operational control centre, the Siemens RailCom Manager will receive data from each of the track circuits and constantly monitor their condition. Through advanced analytical techniques, the system will provide alarm and advance warning of any deterioration in performance. The track circuit condition monitoring system will be able to identify any underlying or recurring issues. Train service along CCL disrupted on Friday morning, following late Thursday night service disruption

At 4:22am SMRT informed on its Twitter platform that the signaling fault that started since around 11pm yesterday has been cleared and the normal service was expected this morning: Several commuters reacted positively to the SMRT's clarification post on Twitter: However, the reality on the field did not meet the commuters' expectation, the CCL was still experiencing problems this morning and the train services were still delayed. SMRT to be fined $1.9M for fatal accident, tunnel flood
Rail operator SMRT will be fined a total of $1.9 million for the 2016 accident that killed two SMRT trainees and the 2017 flooding incident in the tunnels between Bishan and Braddell MRT Stations. In a statement on Friday (20 July), the Land Transport Authority (LTA) said that it will impose a $400,000 fine on SMRT for procedural lapses related to the fatal accident on 22 March 2016 SMRT was penalised under the Workplace Safety and Health Act (WSHA) for failing to take necessary measures to ensure the safety and health of employees at work. During the accident, the trainees were hit by an east-bound train when they were on the railway tracks near Pasir Ris MRT station while they were investigating a possible signalling fault between Tampines and Pasir Ris MRT stations along with other colleagues. The accident also resulted in a disruption to train services on both directions of the East-West Line (EWL) between Pasir Ris and Tanah Merah stations, affecting about 16,500 commuters. “LTA’s separate investigations found that the SMRT work team had failed to comply with operating procedures for access to the tracks during train service hours. These lapses were further compounded by inadequate supervision of MRT operations at the time of the accident,” said an LTA spokesman. In the second incident from 7 October to 8 October 2017, the tunnel flooding caused disruption to regular train services lasting 14.5 hours between Ang Mo Kio and Newton MRT Stations, affecting about 231,000 commuters. An LTA spokesman noted, “LTA’s investigations found SMRT fully responsible for the incident, as the incident was entirely preventable if the Bishan storm water sump pit and its pumping system had been properly maintained.” SMRT will be fined $1.5 million for this incident under Section 19 of the Rapid Transit Systems (RTS) Act, added the spokesman. “SMRT has apologised for the incident and has been open and transparent in reporting the falsification of records, which contributed to the incident,” said the spokesman, who noted that SMRT has also carried out recovery works and implemented preventive measures. Train delay along EWL due to a faulty train on Friday evening

This incident happened after the train disturbance along the Circle Line this morning; In both cases, there were no official explanation from SMRT. Commuters posted information of the EWL train delay on social media platforms.
