SINGAPORE: Police confirmed on Wednesday (Jul 18) that a 16-year-old boy was assisting them with investigations after video clips of a young man throwing oBike and ofo bicycles into a river went viral online.

The youth, who was wearing an orange T-shirt and black shorts while smoking a cigarette, was first seen throwing an ofo bicycle from a bridge into the river in an Instagram story clip.

A second video shows what appears to be the same youth, this time in a white T-shirt, tossing an oBike off the bridge.

A Singapore Police Force spokesperson told Channel NewsAsia that a report of the incident was lodged and investigations are ongoing.

The videos have been widely shared on social media, including on the Sure Boh Singapore Facebook page and Thelocalsociety.

Singapore government to call early elections in 2019 to avoid GST burden

According to a senior party member close to the Prime Minister, Lee Hsien Loong is likely to call elections as soon as 2019 as he is worried that the GST increase in 2021 would affect the ruling party’s support.

The tip-off corresponds with an increase in political activities from the ruling party, including the first walkabout in 4 years for three PAP Ministers. At a walkabout at Jurong Central last Sunday (July 15), Minister Ong Ye Kung said that this will be the “new format” onward. The PAP Minister also repeated an old broken promise to listen to the people and repeat its “public consultation”:


“The new format is part of the bigger efforts to better understand issues that Singaporeans face. When Parliament reopened in May after its mid-term break, that the Government will be starting a series of discussions to engage different segments of society, and give all Singaporeans a role to turn good ideas into actions. The discussion series can be formal like a dialogue, it can also be informal involving more ministers walking the ground, speaking to residents randomly in a coffeeshop.”

Aside from increasing PAP MPs and Ministers’ presence in neighbourhoods, the ruling party has started sending civil servants for election procedures training this month. According to state media Straits Times, the election could be called by the next 11 months after the training as were the case for the 2015 GE.

Also announced for 2019 is the celebration of 200th year anniversary of the landing of Stamford Raffles. Another ruling party member disclosed that the Prime Minister intends to hinge on the celebration to “bolster” for Singapore’s modern economy, and “remind Singaporeans of the success and prosperity they enjoy today (thanks to the PAP).”

SINGAPORE - In Singapore’s worst cyber attack, hackers have stolen the personal particulars of 1.5 million patients. Of these, 160,000 people, including Prime Minister Lee Hsien Loong and a few ministers, had their outpatient prescriptions stolen as well.

The hackers infiltrated the computers of SingHealth, Singapore's largest group of healthcare institutions with four hospitals, five national speciality centres and eight polyclinics. Two other polyclinics used to be under SingHealth.

At a multi-ministry press conference on Friday (July 20), the authorities said PM Lee's information was "specifically and repeatedly targeted".

The 1.5 million patients had visited SingHealth's specialist outpatient clinics and polyclinics from May 1, 2015, to July 4, 2018.

Their non-medical personal data that was illegally accessed and copied included their names, IC numbers, addresses, gender, race and dates of birth.

No record was tampered with and no other patient records such as diagnosis, test results and doctors' notes were breached. There was no evidence of a similar breach in the other public healthcare IT systems.

Health Minister Gan Kim Yong and Minister for Communications and Information S. Iswaran both described the leak as the most serious, unprecedented breach of personal data in Singapore.

Mr Gan apologised to the affected patients, saying: “We are deeply sorry this has happened.”

Mr David Koh, chief executive of the Cyber Security Agency of Singapore, said that “this was a deliberate, targeted and well-planned cyber attack”.

“It was not the work of casual hackers or criminal gangs,” he added.

In the light of the attack, all of Singapore's Smart Nation plans, including the National Electronic Health Record (NEHR) project - which enables the sharing of patients' treatment and medical data among hospitals here - have been paused.

Mr Iswaran, who is also Minister-in-Charge of Cyber Security, will convene a Committee of Inquiry (COI) to conduct an independent external review of the incident. Retired district judge Richard Magnus will chair the committee.

SINGAPORE - Prime Minister Lee Hsien Loong on Friday (July 20) gave the assurance that there is nothing alarming in his outpatient medication data that was stolen by cyber attackers.

He was among the 160,000 patients who had their outpatient prescription data stolen from SingHealth's database in Singapore's worst cyber attack. In all, the personal particulars of 1.5 million patients were compromised.

In a Facebook post, Mr Lee noted that the attackers targeted his medication data "specifically and repeatedly".

"I don't know what the attackers were hoping to find. Perhaps they were hunting for some dark state secret, or at least something to embarrass me," he wrote.

"If so, they would have been disappointed. My medication data is not something I would ordinarily tell people about, but there is nothing alarming in it."

Mr Lee said SingHealth had asked him whether to computerise his personal records when digitising its medical records, or to keep them in hard copy for security reasons.

The Prime Minister said he asked to be included, as going digital would enable his doctors to treat him more effectively and in a timely manner.

"I was confident that SingHealth would do their best to protect my patient information, just as it did for all their other patients in the database," he said.

But Mr Lee added that he also knew the database would be attacked, and that there was a risk that it might be compromised one day. Unfortunately that has now happened, he said.

PM Lee Hsien Loong was the primary target of the attack and the attacker repeatedly attempted to locate PM Lee's records using personal identifiers.

Mr Lee stressed that security and confidentiality of patient information are top priorities.

He said that he has ordered the Cyber Security Agency of Singapore and the Smart Nation and Digital Government Group (SNDGG) to work with the Ministry of Health to tighten cyber defences and processes across the board.

A high-level Committee of Inquiry will also be convened to get to the bottom of the matter. The committee will be chaired by retired district judge Richard Magnus.

"This will be a ceaseless effort," Mr Lee said. "Those trying to break into our data systems are extremely skilled and determined. They have huge resources, and never give up trying."

He noted that government systems come under attack thousands of times a day, and the goal must be to prevent every attack from succeeding.

SingHealth cyber attack: How to check if you are affected, and what you need to know

SINGAPORE - SingHealth, the largest group of healthcare institutions here, was the target of a major cyber attack, the authorities said on Friday (July 20).

About 1.5 million patients, including Prime Minister Lee Hsien Loong, have had their personal data stolen in Singapore's most serious cyber attack.

Here is what you need to know about the case.


1. What happened?

About 1.5 million patients who visited SingHealth's specialist outpatient clinics and polyclinics from May 1, 2015 to July 4, 2018 had their personal particulars illegally accessed and copied.

The data stolen included name, NRIC number, address, gender, race and date of birth. About 160,000 of these patients also had their outpatient prescriptions stolen.

The authorities said this was a "deliberate, targeted and well-planned cyber attack", and the attackers specifically and repeatedly targeted PM Lee's personal particulars and information on medicine that had been dispensed to him.


2. How was the attack detected?

On July 4, database administrators from Integrated Health Information System (IHIS), the agency which runs the IT systems of public healthcare institutions, detected unusual activity on one of SingHealth's IT databases.

They investigated the incident, and put in place additional cyber-security precautions.

On July 10, investigations confirmed it was a cyber attack, with the data stolen between June 27 and July 4.

SingHealth lodged a police report on July 12 . Police are investigating.

More malicious activities were observed during heightened monitoring. But no more data has been stolen. Healthcare services were not disrupted and patient care not compromised during the attack, said the authorities in a press release on Friday.

3. How do you know if your data has been stolen?

SingHealth will be progressively contacting all patients who visited its specialist outpatient clinics and polyclinics from May 1, 2015 to July 4, 2018 to notify them if their data has been copied.

All patients, whether or not their data has been compromised, will also receive an SMS notification over the next five days. They can also access the Health Buddy mobile app or SingHealth website to check if they are affected by this incident.

SingHealth is Singapore's largest group of healthcare institutions, including public hospitals such as Singapore General Hospital, Changi General Hospital and KK Women's and Children's Hospital.

The group also includes national speciality centres: National Cancer Centre, National Dental Centre, National Heart Centre, National Neuroscience Institute and Singapore National Eye Centre.

SingHealth also runs polyclinics in Bedok, Bukit Merah, Marine Parade, Outram, Pasir Ris, Punggol, Sengkang and Tampines, as well as Bright Vision Hospital.

4. What happens next?

The Health Ministry has directed IHIS to conduct a thorough review of the public healthcare system to improve cyberthreat prevention, detection and response.

The Cyber Security Agency will work with the 11 key sectors - such as energy and banking - to enhance cyber security in their systems.

The authorities will also not introduce any new ICT (information and communications technology) systems while they review existing cyber-security measures and implement any additional security safeguards.

Minister for Communications and Information S. Iswaran, who is also Minister-in-charge of Cyber Security, has convened a committee of inquiry to look into the attack.

If words matter, why do they commit blatant flips flops and U-turns?

In an apparent U-turn, Malaysian Prime Minister Dr Mahathir Mohamad will look to negotiate the deferment of the high-speed rail project with Singapore, instead of calling it off altogether.

This is not his first U-turn and it won’t be his last.

The U-turn or flip flop is also something which Singaporeans are accustomed to seeing from our own politicians.

Let’s pick out a few which stick out like a sore thumb.

The U-turn on GST has got to be a classic.

PM Lee Hsien Loong said: “What will make you need to raise GST? Profligate spending and irresponsible, unsustainable plans. That is what will hurt and require you to raise taxes and GST.”

Now, we are told that it is indeed the responsibility of the government to raise GST.

In the words of Finance Minister Heng Swee Keat, the GST has to be raised because “it is the most appropriate option” and the government has “to find new sources of revenue.”

For another unmistakable flip flop, let’s turn to PM Lee again who said in Parliament regarding the Oxley Road saga: “If MPs believe that something is wrong, it’s (an) MP’s job to pursue the facts, and make these allegations in their own name, decide whether something seems to be wrong . . . then come to this House, confront the government, ask for explanations and answers.”

But when Workers’ Party MP Sylvia Lim brought up the issue of the government floating “test balloons” on the GST hike, there was a sudden about-turn and she was hammered left, right, centre, accused of being dishonest and asked to apologise to the House.

As it turned out, the NTUC did conduct a poll with members to get feedback on the proposed GST hike. To many, that definitely qualified as the floating of “test balloons” after all.

If there is a prize for the best U-turn, Minister Chan Chun Sing is one prime candidate for it (yes, it’s him again).

He had asserted that the Singapore system is structured such that “no one will be behind.”

Sounds reassuring enough.
